School safety has become a pervasive issue for educational institutions across the country. The literature shows that safe schools often correlate with a secure physical environment, crisis drills, school climate, and school connectedness. Researchers have overwhelmingly opted to study large population centers over rural settings, and high schools have dominated site selections, while elementary schools have rarely been mentioned in school safety studies. The question of how professional discretion influences high-stakes school discipline and safety decision-making has been under-researched at the elementary school level in both rural and suburban contexts. Based on central themes identified by my study, I suggest that researchers, policymakers, and practitioners consider how professional discretion in high-stakes decision-making can effectively contribute to safe elementary schools.
