Summary

  • Records of a commission created by Executive Order 52, and sometimes known as the Knowles Commission because it was chaired by State Senator Robert P. Knowles. The commission's mission was to carry out a complete reexamination of Wisconsin's personal and corporate income tax, sales tax, inheritance tax, and property tax, and to offer recommendations for improvements.
  • The records include correspondence from constituents, legislators, and advocacy groups to and from Executive Director Todd A. Berry; meeting minutes and motions; public testimony; memoranda and analyses prepared by the Research Division of the Department of Revenue, which staffed the Commission; clippings and press releases; draft versions of the preliminary and final report; results of surveys on attitudes about taxation among the elderly, tax-induced out-migrants, and the general population; and subject files on tax issues.
