Records of a commission created by Executive Order 52, and sometimes known as the Knowles Commission because it was chaired by State Senator Robert P. Knowles. The commission's mission was to carry out a complete reexamination of Wisconsin's personal and corporate income tax, sales tax, inheritance tax, and property tax, and to offer recommendations for improvements.
The records include correspondence from constituents, legislators, and advocacy groups to and from Executive Director Todd A. Berry; meeting minutes and motions; public testimony; memoranda and analyses prepared by the Research Division of the Department of Revenue, which staffed the Commission; clippings and press releases; draft versions of the preliminary and final report; results of surveys on attitudes about taxation among the elderly, tax-induced out-migrants, and the general population; and subject files on tax issues.
